Dr. Daniel Weinberg

Dr. Weinberg (Ph.D., Economics, University of Florida; M.B.A., University of Illinois - Chicago) has extensive training in advanced econometrics, particularly quasi-experimental methods and their applications to evaluation and policy analysis. In addition, he is experienced in the development of large claims-based analytic data sets used in evaluation projects.

Much of Dr. Weinberg’s research has focused on estimating the impacts of changes in health care delivery and financing on quality, cost, efficiency, and patient outcomes. While at IMPAQ, Dr. Weinberg has evaluated several Medicare demonstrations, including the Acute Care Episode (ACE) Demonstration, the Senior Risk Reduction Demonstration (SRRD), and the Bundled Payments for Care Improvement (BPCI) Model 1 Initiative. For these projects, he has taken leadership roles in developing the evaluation methodologies, choosing outcome measures of interest, and developing the quantitative data necessary to conduct the analyses. Dr. Weinberg is also leading the financial performance domain for IMPAQ's implementation support contract for the Comprehensive ESRD Care (CEC) Initiative, an ACO-like program for ESRD Medicare beneficiaries.

In addition to quantitative evaluation work, Dr. Weinberg has also served in leadership roles for the development of the CMS-funded Environmental Scanning and Program Characteristics (ESPC) Database and the NIH-funded State Health Practices Database for Research (SHPDR). These databases are intended to support health services research by providing investigators with easily accessible data on state-level variables that must be controlled for when conducting quantitative cross-state analyses. Dr. Weinberg also leads the Synthesis of AHRQ-Funded Healthcare-Associated Infection (HAI) Projects, which documents and synthesizes the major results from AHRQ’s HAI portfolio. He has also led an investigation of HHS data sources used in HAI surveillance for IMPAQ’s Evaluation of the HHS Action Plan to Prevent HAIs.
