Dr. Rekha Varghese

Dr. Rekha Varghese (Ph.D. Public Policy, University of Chicago) is a health economist with more than eighteen years of experience in domestic and international program evaluation and policy analysis. She has subject matter expertise in Medicare and Medicaid populations, maternal and child health, chronic disease management and prevention, long term supports and services to older adults and disabled, payment incentives, health care quality and performance measurement, and health care payment and delivery models. She has held leadership positions on projects for multiple federal government agencies such as the Centers for Medicare & Medicaid Services (CMS), Administration for Community Living (ACL) and Office on Women’s Health.

Dr. Varghese is experienced in every aspect of implementing mixed methods program evaluations beginning with evaluation design to data analysis using advanced econometrics. She has conducted several impact evaluations for CMS such as the Evaluation of the Community-based Care Transitions Program, Impact of Electronic Medical Records on Risk Adjustment and Evaluation of Medicaid Demonstration: Community Based Alternatives to Permanent Psychiatric Facilities. National Study of the Aging and Disability Resource Centers and Evaluation of Healthy Howard’s Community Care Team are two of the process and outcome evaluations that Dr. Varghese led.  She is skilled in qualitative and quantitative data collection instrument design and developed surveys and interview guides for projects such as the Evaluation of Healthy Howard’s Community Care Team and Survey on National Women’s Health Week Partners and created program monitoring/evaluation data sets for projects such as Medicaid Incentives for the Prevention of Chronic Conditions and Medicaid Emergency Psychiatric Demonstration. Dr. Varghese is adept not only in analyzing large administrative data sets such as Medicare claims data, but also in data management. She directed the validation of multi-site minimum data sets under Medicaid Incentives for the Prevention of Chronic Conditions and developed a Medicare public use data file under Comparative Effectiveness Research Public Use Data Pilot Project.

Prior to joining IMPAQ, Dr. Varghese was a joint director with the Ministry of Finance, Government of India and led the evaluation of numerous federally funded developmental programs. She was also a consultant at the World Bank on gender issues.
