Mr. Nicholas Bill

Mr. Nicholas Bill (M.P.P., American University) is a Research Associate at IMPAQ International with ten years of program evaluation, public policy research, and technical assistance experience. He has served as a task lead or project manager on several large-scale evaluations of public workforce system programs. He specializes in designing and conducting process evaluations that examine the fidelity of program implementation, provide formative feedback on operations, and explore program challenges and promising practices. Mr. Bill has also led a wide range of quantitative data collection, analysis, and technical assistance activities on applied research studies related to Medicare program operations. 

Mr. Bill currently serves as project manager for the Oh-Penn Pathways to Competitiveness WIF evaluation and the Community College of Baltimore County Cybersecurity Institute TAACCCT evaluation. He also serves as a Senior Technical Advisor on IMPAQ’s Payment Error Validation contract with CMS and as a task lead on the Evaluation of Women Veterans Economic and Employment Characteristics and Federal Program Service Inventory project with USDOL. Mr. Bill has served an implementation study task lead and analyst on several other projects while at IMPAQ, including the Evaluation of the Reemployment and Eligibility Assessment Initiative, Green Jobs and Healthcare Implementation Study, the Development of Medicare Part C and Part D Monitoring Methods project, and the Evaluation of the Senior Risk Reduction Demonstration.
