Ms. Mary Kay Dugan

Ms. Mary Kay Dugan is a Managing Director and Principal Research Associate in IMPAQ's Education Division.

Expertise

Ms. Dugan recently joined IMPAQ International after nearly 30 years as a site director and researcher with Battelle Memorial Institute. Ms. Dugan is an experienced program evaluator with expertise in the fields of health, labor, education, and human services. She is a recognized expert in performance measurement, survey design, mixed methods evaluation designs, identification and dissemination of program best practices, policy analysis, and technical assistance. She has applied her expertise to the development of a Science, Technology, Engineering and Mathematics (STEM) evaluation framework and measurement system for the state of Washington. She currently serves as the contract director for the Department of Education’s Technical Assistance and Support Services (ED TASS) Blanket Purchase Agreement.

Clients

Ms. Dugan has directed projects for a wide range of clients including the Agency for Healthcare Research and Quality, Department of Labor, the Office of the National Drug Control Policy, the Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health, and the Department of Education. She has also worked with local and state government and with community organizations.

Prior Experience

Prior to joining IMPAQ, Ms. Dugan served as the Director for Battelle’s Centers for Public Health Research and Evaluation and as a Research Leader in the Seattle, Washington office. From 1992 to 1998, she served as the Associate Director for Research for the Graduate Management Admission Council..

Education

Ms. Dugan earned her M.A. from Washington State University in 1987. She is a member of the American Evaluation Association. She has published and/or presented more than 70 papers on this work.
