Consumer Research and Communications Indefinite Delivery Indefinite Quantity Contract

Task Orders under this Centers for Medicare & Medicaid Services (CMS) IDIQ will focus on conducting appropriate qualitative and/or quantitative social marketing research to support the implementation of CMS communication efforts, as well as assessing consumer communication activities. Tasks may include:

  • Conducting formative research--both qualitative and quantitative--to collect consumer-based data, segment CMS audiences into homogeneous groups;
  • Conducting consumer research on specific messages, products, or materials to refine messages for targeted audiences; 
  • Developing and applying quantitative measures to learn more about the  populations CMS serves and/or those who are affected by CMS’s programs; and 
  • Tracking and/or evaluating the effectiveness of communication efforts that are or will be performed or authorized by CMS.

IMPAQ, with Ogilvy and JBS International as its subcontractors, shall conduct research to explore the needs and preferences of individuals who are about to enroll or are enrolled in Medicare, Medicaid, and the Children’s Health Insurance Program, or are affected by the Medicare Modernization Act, Health Insurance Portability and Accountability Act, or other significant health policy legislation.  Populations may also include those that act on the behalf of these populations, as well as with subpopulations that may have special communication needs (e.g., the disabled, racial or ethnic minorities, non-English speaking beneficiaries, beneficiaries participating in managed care plans, and beneficiaries dually eligible for Medicare and Medicaid).
