This five-year Blanket Purchase Agreement (BPA) will provide the U.S. Department of Education (ED) with technical and analytical support in policy, program, and performance evaluation, analysis, and assessment, and research.  IMPAQ has been awarded BPA’s in each of the following pools:

A. Policy, Program, and Performance Analysis and Evaluation

Purchase orders in this category will be applied to a number of different circumstances including policy, program, and performance evaluations. This will involve analyses of major educational policy issues receiving active consideration by key decision makers at all levels.  The policy-oriented information produced by these assessments will often contribute directly to internal debate on budgetary, legislative and program modification decisions; provide background analysis and support for major Administration initiatives and inform Congressionally-mandated reports.

B. Research and Assessment Design, Data Collection and Analysis

Pool B purchase orders will provide ED with detailed data about external program effectiveness and other important conditions and trends in education involving activities related to education research and assessments, data collection, and data analysis.  Products from these activities will be used to monitor performance and progress or develop analyses of factors that influence results.  Reports will be used to inform Congress and the public about educational outcomes.
