IMPAQ International has hired William H. Shupert as Vice President of Human Capital. Mr. Shupert is the most recent high-profile hire that IMPAQ has made over the past few months to help the company manage growth and strengthen our leadership in public policy research, evaluation, and technical assistance.
A strategic business leader with deep experience in all human resource disciplines, Mr. Shupert is an expert in talent acquisition, employee engagement, and corporate development. As part of the IMPAQ management team, he will have responsibility for the company’s human capital functions.

Mr. Shupert comes to IMPAQ with more than 20 years of experience in human resources, most recently as Vice President, Human Resources for Algeco Scotsman, Inc. Mr. Shupert has a Bachelor of Arts in Political Science from the University of Massachusetts. He will work out of the company’s Columbia, MD headquarters.
