IMPAQ International is pleased to announce that James H. Moore, Jr., Ph.D. has joined the IMPAQ leadership team as Vice President of its Labor Division. In this role Dr. Moore will manage IMPAQ’s multi-million dollar portfolio including a project with the U.S. Department of Labor to develop a descriptive statistical profile of women veterans and their economic and employment characteristics – helping the client better understand their needs and the challenges they face in the workforce. He will manage a talented team of labor economists and research professionals while leading the continued growth of the Labor Division.
Dr. Moore brings over twenty years of experience in Labor research, statistics and evaluation to IMPAQ. Prior to joining IMPAQ, Dr. Moore served as a Deputy Assistant Secretary at the U.S. Department of Labor, Office of the Assistant Secretary for Policy where he provided advice to the Secretary of Labor, Deputy Secretary, and Departmental agencies on matters of policy development as well as supported the economic policy, research and analysis agenda of the entire department. He also served as the Deputy Director and Chief Economist for the District of Columbia Department of Employment Services (DOES) and Deputy Commissioner of the New Jersey Department of Labor and Workforce Development (LWD) where he supervised numerous federal- and state-funded programs within the both departments including unemployment, temporary disability, and family leave insurance programs, vocational rehabilitation services, and employment and training services delivered through the American Job Centers.Dr. Moore is a war time veteran and holds the rank of Lieutenant Colonel in the U.S. Army Reserves, U.S. Pacific Command, J7 Exercises Directorate.
