IMPAQ Health Researcher Selected for URAC Measures Advisory Group

Washington, DC – IMPAQ International is pleased to announce that Sally Turbyville, a Senior Research Associate in IMPAQ’s Health Division and the leader of IMPAQ’s Quality of Care & Performance Measurement Practice, has been selected as a member of URAC’s Measures Advisory Group.
URAC is an independent, nonprofit organization, well-known as a leader in promoting health care quality through its accreditation, education and measurement programs. URAC’s Measures Advisory Group (MAG) was created to provide expertise on measurement and psychometrics to URAC on measures.
The MAG is charged with evaluation of measures for scientific suitability for inclusion in programs; in addition, the Group provides input on measure classification, reviews public comments to determine if measures should be further refined, evaluates the results of measure validation testing, and provides professional insight on industry trends and issues regarding measure specifications and measurement methodology.
“Sally is extraordinarily well-qualified to assist URAC on this front,” said Dr. Cary Sennett, IMPAQ’s President and an expert in performance measurement himself. “At IMPAQ, she has played a central role in our efforts to support the Centers for Medicare & Medicaid Services’ (CMS’s) work to advance both the science, and the application, of performance measurement in healthcare.”
Dr. Sennett noted that prior joining IMPAQ, Ms. Turbyville, who is currently a doctoral candidate in public health-health policy (DrPH) at The George Washington University, led the National Quality Forum’s (NQF) efforts to evaluate and endorse resource use measures. She also spent eight years at the National Committee for Quality Assurance (NCQA), where she gained expertise in measure development and program accreditation, implementation, monitoring and assessment.
“Over the course of her career Sally’s work on resource-use measures—measures of efficiency—has literally defined the state-of-the-art, and her doctoral dissertation will be an important contribution when it is published,” added Sennett.
“I am excited that I have the opportunity to work with other leaders in this field through the URAC Advisory Group,” said Ms. Turbyville. “The marketplace is calling more urgently than ever for rigorous and useful metrics to measure healthcare quality and value.
