Angelica Herrera

Senior Researcher

Angelica Herrera is a senior researcher at AIR with over 20 years of experience in designing and implementing research and evaluation studies for international, federal, state, and local contracts. Dr. Herrera currently serves as the lead for Working in Partnerships (Task 3) for the Regional Educational Laboratory Southwest (REL Southwest). In addition, Dr. Herrera leads the Finding Robust Solutions: Documenting and Addressing the Advanced Course Access Inequity Issue project funded by the AIR Equity Initiative and is the lead for a Network Improvement Community of districts focused on solving problems of practice in literacy participating in Ohio’s Reaching All Students Through Language and Literacy project. In earlier work, she led a REL Southwest applied research study using a quasi-experimental design examining the impact of a school restart strategy on students’ reading and math achievement in Texas, an evaluation of a science, technology, engineering, and math program in a Hispanic-serving institution of higher education (New Mexico Highlands University), and a REL Southwest training and coaching project that collaborated with the New Mexico Public Education Department to develop resources for teachers of English learner students,

Much of Dr. Herrera’s professional career has been devoted to evaluating the effects of programs and policies on student academic achievement and socioemotional well-being. Dr. Herrera designs and manages research projects, budgets, and timelines; seeks and obtains input from diverse stakeholders; develops logic models; measures program implementation; conducts interviews and focus groups; analyzes qualitative data; and meets tight timelines for high-quality products that translate research findings into actionable recommendations. She has extensive expertise in leading evaluations of federally funded educational projects, including from the U.S. Department of Education and Institute of Education Science (IES). Dr. Herrera holds a doctorate in developmental psychology from the City University of New York. She is fully fluent in oral and written communications in Spanish.
