Senior Researcher

Julie Jacobson Vann has more than 40 years of experience in health services that spans the delivery of public health and patient care services, health services and Medicaid managed care administration, research and evaluation, and academic teaching. More than 20 of those years have involved planning, managing and directing health services research projects. This experience includes evaluating outcomes, costs and utilization associated with Medicaid demonstration program interventions or initiatives, such as chronic disease self-management initiatives, community-based care management services, healthy weight interventions and prior authorization guidelines for high-cost prescription drugs.

Dr. Jacobson Vann serves as a clinical expert and technical assistance adviser on the Retaining Employment and Talent after Injury/Illness Network (RETAIN) program focused on helping workers stay at or return to the workforce through care coordination after injuries or illnesses.  She served as the internal evaluator for the National Institute on Disability and Rehabilitation Research, Model Systems Knowledge Translation Center (MSKTC), directed the qualitative evaluation of the Centers for Medicare & Medicaid Services (CMS) Graduate Nurse Education (GNE) Demonstration evaluation, and developed plans and data collection templates for monitoring the performance of Strong Start II projects and assisted with the qualitative evaluation of these programs. She leads systematic reviews and environmental scans focused on implementation research and performance improvement, and provides content expertise on nursing roles, population health, health promotion and disease prevention, community-based care models, health care financing, and immunization delivery,

As an educator, Dr. Jacobson Vann has taught Health Care Financial Management, Health Care Policy, Developing and Management Human Resources in Health Systems, Population Health and Epidemiology, Health Care Systems, Leadership in Organizations, and Public Health Nursing. In Public Health Nursing clinical experiences, she taught nursing students how to plan, implement and evaluate evidence- and theory-based health promotion interventions in community-based settings, such as senior centers and retirement communities. In Health Care Financial Management, she taught graduate nursing students how to develop a business case for new programs and services, conduct cost analyses, and develop and analyze budgets and other financial statements. She was the chief operating officer in the development of a hospital-based Medicaid health maintenance organization, and she directed a home health agency. She also set up hospital networks for workers’ compensation and group health preferred provider organizations by conducting outreach with all potential hospitals within a regional area to convince them to bid to be part of the network, collecting information to assess suitability for a limited preferred network of providers, and negotiated contracts with chief executive and chief financial officers.

Dr. Jacobson Vann has expertise in planning, evaluation, designing operational and performance improvement systems, developing data collection and management plans, managing diverse health and research personnel, planning and implementing human subject protections, and financial management.
