Small businesses play a central role in the U.S. economy, contributing to job creation, economic development, and self-sufficiency. In many instances, workers view self-employment as an attractive alternative to salary employment. Starting a small business provides opportunities for older individuals or those displaced from their jobs.

IMPAQ is implementing rigorous random assignment based evaluations to measure the impact of entrepreneurship training programs in increasing employment and earning outcomes. Our evaluations and assessments help policy makers and program managers remove barriers to self-employment and increase economic opportunities.

For example, on behalf of the U.S. Department of Labor’s (DOL) Workforce Innovation Fund, we are conducting randomized control trial studies of the Startup Quest training program in nine regions in Florida. In addition, our work evaluating the work of the Virginia Employment Through Entrepreneurship Consortium (VETEC) program in three regions in Virginia is helping DOL identify ways to have an even greater impact.
