IMPAQ*, along with subcontractors Westat and the American Institutes for Research, conducted three major tasks to assist the U.S. Department of Education, Office of Elementary and Secondary Education, in monitoring of 21st Century Community Learning Center grants. The first involved provision of logistics and analytic support for on-site program review visits, including site selection, site visit logistics, participating in monitoring visits, preparing monitoring reports, preparing site profiles describing program operations in each state/jurisdiction and improving monitoring tools. The second task involved review of the grant evaluations conducted across the country by SEAs and sub-grantees, including review of evaluation reports; review of SEA evaluation requirements, guidance, and technical assistance to sub-grantees; and use of evaluation results at both the SEA and sub-grantee levels. The third task involved development of an evaluation framework that the Department can use to provide guidance to the SEAs and sub-grantees on conducting meaningful program evaluations and using the results to support program improvement.
