The short-term compensation (STC) Program, also known as “work sharing”, provides an opportunity for employers to reduce layoffs by temporarily reducing the work hours of some employees and providing pro-rated unemployment insurance benefits to these workers to replace their lost or reduced wages. The objective of this study to examine employers’ experiences, awareness, and perspectives of the STC program in four purposively selected states, each of which has an active STC program with robust data capabilities.  IMPAQ is surveying employers in these four states who have applied to use the STC program, as well as employers who have not applied to use the program using a mixed-method approach (telephone and web surveys), as well as collecting and analyzing workforce administrative data to assess the impact of the STC program.
