Dr. Souleymane M. L. Barry

Dr. Souleymane M. L. Barry is a Managing Director & Principal Research Associate at IMPAQ International in the International Development Division. He leads selected business development efforts and provides project management support.


Dr. Barry has more than 30 years of experience in providing vision, leadership, and project management acumen to a range of organizations in the health sector and development assistance programs for sub-Saharan African countries. He has a proven track record of success in strategically designing, implementing, monitoring, evaluating, and leading country and regional projects. He also has demonstrated success in cultivating beneficial partnerships with governments, non-governmental organizations, and development partners, including USAID, CDC, Global Funds, UNAIDS, UNICEF, and WHO. Dr. Barry is highly effective in building projects from the ground up, with the organizational, strategic planning, and leadership skills to bring about immediate, substantial results. He is equally effective assuming a leadership role in existing projects that have struggled—making mid-course corrections, setting attainable goals, and reenergizing team members. Dr. Barry is passionate about making Africa and the world better by improving universal access to quality and affordable health services using innovative approaches.  

Prior Experience

Prior to joining IMPAQ, Dr. Barry worked for ten years for USAID (1989-1999) and managed the $69M regional family health/HIV/AIDS project for West and Central Africa (WCA) including a network of 31 US institutions and 43 African institutions. He also developed an Africa-centric approach to improving public health indicators and controlling the HIV/AIDS epidemic. As the Johns Hopkins University’s Chief-of-Party for the USAID-funded Delivery of Improved Services for Health (DISH) project (2000-2002), he spearheaded central and district-level planning, administration, and monitoring to ensure the smooth implementation of the three-year, $18M project.

As the Senior Advisor/Africa Center/Program Director (2005-2017) for Social & Scientific Systems (SSS), he led business development efforts in Africa including building relationships with clients to address key issues and new requirements and writing technical proposals. He established SSS offices to manage in Uganda and Rwanda. He also led strategy for performance management in Uganda, Rwanda, and Nigeria that included web-based program reporting to streamline data analysis—the first web-based solution implemented countrywide in Africa. Dr. Barry built the Uganda project from $3.7 to $23M from 2005 to 2017.


Dr. Barry holds a Medical degree from Leipzig University (Germany), a Master of Business Administration from Phoenix University (USA), and a Master of Public Health from Liverpool University (UK).
