Ms. Harjinder Gill

Ms. Harjinder Gill is a Research Associate at IMPAQ International with more than 15 years of professional experience working across health care, Federal, and management consulting industries.


Ms. Gill has extensive expertise in health insurance marketplace policy and operations, including program implementation and oversight. She worked with states to implement health insurance marketplaces as part of the Affordable Care Act and provided technical assistance to states, external stakeholders, and consumers. In addition, she provided expertise on financial conditions, organizational structure, and internal controls. Ms. Gill has also worked on the Medicaid program within Maryland and Virginia. In this capacity, she implemented processes for regulatory reporting and identified cost saving initiatives. In addition, Ms. Gill is experienced with the Federal budget management process, developing SOPs, audits, and grant management.


Ms. Gill has experience working at Center for Consumer Information and Insurance Oversight (CCIIO) within the Centers for Medicare and Medicaid Services (CMS). She has also worked with other Federal agencies including the Office of Management and Budget, Maryland’s Department of Health and Mental Hygiene, and Virginia’s Department of Medical Assistance Services.   

Prior Experience

Prior to joining IMPAQ, Ms. Gill was a Manager at Kaiser Permanente, where she oversaw multiple bi-annual regulatory reporting to states, and identified initiatives and strategies aimed at improving cost and quality of care for members. Ms. Gill has also worked at the Centers for Medicare and Medicaid Services where she managed more than $6 billion in grant funding to states implementing the Affordable Care Act. In her role, she provided technical assistance to states and provided program oversight. At McKinsey & Company, Inc. Washington, DC, Ms. Gill managed multiple team-based projects and compliance with Federal government requirements.


Ms. Gill has a Master’s in Public Health (MPH) from George Washington University and Master’s in Business Administrations (MBA) from Marymount University.
