Ms. Laura Minnichelli

Ms. Laura Minnichelli is a Research Associate at IMPAQ International with more than 7 years of experience in the public, private, and nonprofit sectors with a focus on managing and implementing complex programs.


Ms. Minnichelli is an expert in health insurance marketplaces and has served as a health insurance marketplace subject matter expert for the Affordable Care Act (ACA) implementation since 2013. She continues to manage the development and implementation of operational processes and standard operating procedures for the Federally Facilitated Exchange (FFE).


Ms. Minnichelli supports the Center for Consumer Information and Insurance Oversight (CCIIO) Marketplace Plan Management Group through the CCIIO Marketplace Operations Support contract. Her work includes activities such as facilitating the review of qualified health plans (QHPs) to be sold on the federal marketplaces and IT project management support.

Prior Experience

Prior to joining IMPAQ, Laura worked as a Project Lead at LMI and supported the Center for Consumer Information and Insurance Oversight (CCIIO) implementation of the Affordable Care Act (ACA). She was responsible for reviewing health plans and issuers for certification as qualified health plans (QHPs) on the Federally-facilitated Exchange (FFE) and managing a help desk developed to respond to policy inquiries from issuers and states. Prior to joining LMI, Laura worked as a Program Analyst in the Office of Strategic Planning at the Veterans Benefits Administration in the Department of Veterans Affairs (VA). There she managed multiple transformation initiatives and coordinated implementation of new performance improvement projects throughout the agency.


Ms. Minnichelli earned a Master in Public Policy (MPP) degree from the George Washington University and her Bachelor of Arts (BA) degree in Public Policy from The College of William and Mary in Williamsburg, VA. She has been a certified Project Management Professional (PMP) since 2015.
