Ms. Sandy Ahn
Ms. Sandy Ahn is a Research Associate at IMPAQ International with more than 15 years of experience delivering health policy research and analysis, recommendations, and strategy to clients including non-profits, state agencies, hospitals, and health systems.
A recognized health policy expert on the Affordable Care Act (ACA) and market reforms in the private health insurance market, she has been quoted and her work referenced in national and local media including The New York Times, Time, NPR, The Atlantic, ABC News, and the Dallas Morning News. Ms. Ahn has experience collaborating with insurers, state regulators, and consumer advocates to conduct qualitative research on the implementation of market reforms under the ACA for publication. In addition to tracking and analyzing federal and state legislation related to private insurance markets, she has provided technical assistance to states and non-profit clients. She also has provided legal research and analysis to institutional clients on the effect of federal funding on state and local authority including school food procurement under the National School Lunch Program. Her experience also includes assessing the effectiveness of hospital and health systems’ compliance programs.
Ms. Ahn has worked with a wide range of state and federal regulatory agencies including state insurance departments’ and the Centers for Medicare and Medicaid Services. Her portfolio also includes non-profit organizations, and conducting research and analysis for foundations like the Robert Wood Johnson Foundation and the Urban Institute.
Prior to joining IMPAQ, Ms. Ahn was an Associate Research Professor at the Center on Health Insurance Reforms, Georgetown Health Policy Institute. She also worked at the Harrison Institute for Public Law, Georgetown University Law Center as a Supervising Attorney on Health Law and Policy. Before her time at Georgetown, she was the Director of Compliance at Washington Hospital Center and an Associate Vice President and Compliance Manager at Strategic Management Systems, LLC. She also practiced law and was a law clerk for the 12th Judicial Circuit Court of Virginia.
Ms. Ahn received her LL.M. with honors at Georgetown University Law Center, a J.D. from the University of Richmond, and a B.A. from the University of Virginia. She is an active member of the Virginia and the District of Columbia Bar.
