Dr. Harris (Ph.D., Health Services Research Policy and Administration, University of Minnesota, Minneapolis) has over 20 years of experience conducting policy analyses and program evaluations on health-related topics.
Dr. Harris’ research focuses on the utilization, effectiveness, and cost of health and preventive care. Dr. Harris is currently leading an evaluation of a State Innovation Model Grant awarded to Vermont by the Center for Medicare and Medicaid Innovation (CMMI). Recently, Dr. Harris led the design of a cost evaluation of CMMI’s Healthcare Innovation Awards program and an evaluation of the impact of the Affordable Care Act’s dependent coverage expansion on payment for non-discretionary emergency department visits by young adults on behalf of the Department of Health and Human Services Assistant Secretary for Planning and Evaluation. Dr. Harris also participated in CMS-sponsored evaluations of special payment models targeting Medicare beneficiaries living in rural areas of the U.S. and military retirees dually eligible for Medicare and military health benefits. Dr. Harris has conducted quantitative studies of the impact of health insurance coverage on the use of substance abuse treatment benefits, access to and demand for vaccination, the cost impacts of employer-sponsored health and wellness programs, healthcare worker acceptance of mandated influenza vaccination, and how state parity laws and race/ethnicity affect the use of mental health care. Dr. Harris has over 50 publications in peer-reviewed journals.
Prior to joining IMPAQ, she was a Senior Economist in the Health Program at the RAND Corporation in Arlington, VA. Dr. Harris also served as a Senior Research Fellow at the Substance Abuse and Mental Health Services Administration and as a Senior Research Scientist at the MedStar Health Research Institute.
