Dr. Stephanie Levin

Dr. Stephanie Levin (Ph.D., Education Policy, University of Pennsylvania, M.P.P., Harvard University) has significant quantitative and qualitative research and evaluation experience in K-12 education as well as expertise in providing support to school, district, and state-level policymakers. Her efforts are focused on educational equity, the impact of federal, state, and district teacher policies on teacher effectiveness and student outcomes, and school finance and budgeting. Before joining IMPAQ, Dr. Levin was Deputy Director at Research for Action, a Philadelphia-based education research and policy organization.

Dr. Levin has designed and directed major projects including: multi-year, multi-state, initiatives to study the utility, expansion, and sustainability of math and literacy instructional tools aligned with the Common Core; and evaluations of comprehensive school reform initiatives in large urban districts. She has also worked with state and district policymakers, providing data analysis and survey design and implementation support. 

Before narrowing her focus to education, Dr. Levin was a policy analyst and consultant focusing on a variety of issues (i.e., social service delivery, public health, health care financing, tax policy, housing policy) shaping the experiences of children and families in urban settings. She also worked in public sector budgeting, overseeing budgets and financial plans for public assistance, day care, and child welfare in New York City.
