IMPAQ* subcontracted to SRI International for the evaluation of the first two cohorts of the federal Teacher Incentive Fund (TIF) grants, conducted for ED’s Policy and Program Studies Service. TIF grants provide financial support to states and school districts for implementing performance-based compensation for K-12 teachers and principals. The team led a feasibility study to determine whether existing data could measure teacher and student outcomes of the TIF program. The feasibility study included consideration of regression discontinuity, difference-in-difference, and meta-analysis designs. IMPAQ staff also participated in the implementation evaluation, including conducting a series of telephone interviews and site visits to grantees, reviewing and analyzing grantee documents and local evaluations, and writing sections of the implementation report.
