Each year, IMPAQ surveys 275,000 Medicare beneficiaries regarding their experiences with their health plans and their care providers. The Centers for Medicare & Medicaid Services (CMS) used this data to plan stronger programs for Medicare participants and to create informational materials for participants’ use.
IMPAQ used a mixed-mode approach to conduct this large-scale survey. First, we sent a mail survey, and then our trained interviewers followed up by phone with beneficiaries that did not respond.
Based on the information we collected, IMPAQ researchers and analysts with years of experience in large-scale data collection made recommendations related to improving the success of the survey. These recommendations included changes to methodology, small but meaningful changes to the design of the questionnaire, and additional data analyses that identify areas of opportunity.
