This project will inform efforts by the Centers for Medicare and Medicaid Services (CMS) to deliver meaningful information to health insurance consumers who want to choose a qualified health plan (QHP) from the Health Insurance Marketplace. It will also identify measurement gaps in the existing Quality Rating System (QRS) for QHPs and develop new measures to improve the information available to consumers.

IMPAQ is testing the measures being created for this relatively new population. We are also partnering with organizations to acquire appropriate claims and demographic data on health plan enrollees for review.

We are uniquely qualified to complete this project because we are also the plan management contractor for CMS’ Center for Consumer Information and Insurance Oversight. And, we built the IT infrastructure that supports the data integration and calculation of the existing QRS for QHPs.

Our team includes principal research associates, senior research associates, senior research analysts, and analysts with decades of combined experience in measure development, information gathering, technical expert panels, and measure testing.
