Race to the Top (RTT) is a $4.35 billion US Department of Education competitive grant created to spur and reward innovation and reforms in state and local district K-12 education. RTT awards go to states that are leading the way with ambitious yet achievable plans for implementing coherent, compelling, and comprehensive education reform. Georgia’s Governor’s Office of Student Achievement contracted IMPAQ International to analyze the Social Return on Investment (SROI) on participant outcomes in various RTT activities in the state.

IMPAQ conducted a feasibility analysis on three initiatives in Georgia:

  • The Innovation Fund (IF), which provided grants for applied learning and teacher induction/pipeline projects
  • Turning Around Lowest-Achieving Schools (LAS), which focused on school turnaround
  • The Teacher Pipeline Project (TPP), which focused on results from teacher recruitment and induction programs, including Teach for America, The New Teachers Project, and UTeach.

The SROI approach focuses on understanding what has changed, what matters about those changes, and the social value of those changes. In this study, the programs’ greatest effect on social value was found to be through the estimated impact on post-secondary educational attainment and employment outcomes, especially for at-risk students.
